Do I need to have a permission form to post pictures of kids on my website?
I am the webmaster of a website and I am trying to learn more about the legality of posting pictures of children from a public event on my website. Am I able to just post the pictures or do I need parent permission forms?

If you took the pictures, then you own the copyright, and you can post them as you wish. No permission is required.
If you make commercial use of a "recognizable likeness" of an individual then they are entitled to a modeling fee if they have not signed a model release. If there is no commercial use though, no permission or release is needed.

It depends on how you’re going to use the photos.
Because the photos are from a public event, you don’t run into any concerns regarding violation of privacy. However, you do want to be sure you’re actually attending a public event – some events are open to the public, but take place on private land.
The next hurdle is usage. Are you selling the photos? Are the photos being used to sell a product or service (such as an event photography business)? Do you ever intend to do either of the previous two? If the answer yes to any of the questions, then you definitely need a release.
Additionally, you should always talk to the parents before you start photographing. Not only could you accidentally get labeled a pervert, but you may wind up photographing a kid that shouldn’t be photographed (kids in the middle of custody battles, religious objections, etc). If all else fails, it’s better to be safe than sorry.
