What is this children’s book called with pictures of real cats dressed up in costume?

I had this book as a child. I forgot what it was called and who the author was, I just remember the story had pictures of 3 real kittens dressed up in clothes. The story was about 2 of the kittens going for a Birthday party at one of the other kittens houses (I think the Birthday kitty’s name was Julia, or Julie or something.) It was really bizarre, but rather cute.

Does anyone know what book/author this is?
the pictures were not animated, they were of real kittens.
